Peel Ports has put forward new plans for a £5.5 billion waterfront to be built alongside Liverpool's current cruise terminal.
The revised plans are subject to Liverpool gaining clearance from the government to begin the £21 million development of the new Pier Head terminal.
According to the Daily Echo, the new version of Liverpool Waters regeneration scheme will place more focus on commercial business space.
The company explained that the aim to make Liverpool a "prime northern tourist destination".
However, the plans have come under criticism with some residents concerned that the development could put the city's world heritage status at risk.
Southampton cruise industry heads also oppose Liverpool city council's plans.
Speaking to the BBC, Hampshire Chamber of Commerce chief executive Jimmy Chestnutt argued that "the issue here is one of unfair competition".
"Unfair competition is a European wide regulation and understanding so the use of public money to subsidise one port against the operations of another will raise issues among their competition," he said.
A decision on whether cruise ships will be allowed to depart from and arrive at the Merseyside port is expected imminently.
