You really need to look at whichever cruise line you are booked with. As others have said the different lines vary as to dress. P&O have formal, semi-formal and smart casual evenings. On a formal night I would say over 90% of men wear Dinner Jackets and the women wear either long dresses or floaty trousers with glitzy tops. On semi-formal evenings men have to wear a jacket but need not wear a tie. I have seen a man turned away from a bar as he did not have a jacket on. The women would wear the sort of outfit you would wear to a wedding or smart dinner. Smart casual, the sort of thing you would wear to a restaurant. Of course some lines are much less formal. Have a look at the brochure of the line you are using. It should tell you about the dress code there.

It depends on which cruise line you go on. Some are totally informal, others have two formal night per week and some more formal still. Informal ones include Ocean Village, NCL, formal P&O, Princess, RCI, Fred Olsen and Cunard

We have used Royal Carribean twice and have booked our third and considering our fourth cruise with them. This cruise line, as I believe do many others, offer different types of dining so if you don't want to dress/change for dinner you can eat in one of the less formal restaurants.
